I read with interest the divided views on their effectiveness and it appears there is valid argument in both camps.
There is no doubt that the misuse of alcohol underpins a wide range of pressures on many local community services and causes misery for many residents both in social and private sector housing. I am personally in favour of any enforcement tools that can be used by the police to ensure that local people can enjoy their homes and public space without the fear of being harassed and intimidated by a rowdy group of drinkers.
However, the selecting of individual streets does create a sense of inequality and discrimination. Why is it ok for one street to be able drink outdoors but not another?
Some authorities in the U.K and other countries operate a council-wide ban, where drinking is prohibited in all open-air unlicensed public places near residential areas - this is a more equitable and sustainable position. Until such times where there is political momentum and spine to make such a move, we have to settle for the current situation of targeted hotspot areas.
The difficulty with hotspots only AFZ’s is that they can go on to result in the criminalisation of an already highly vulnerable and marginalized groups, which thus deepens their social exclusion and adding fuel to an already very complex issue. When you operate AFZ in selective streets you are only are band aiding - this leads to street drinkers re-locating to other areas and creating a whole new set of community challenges.
Increased effort and resources from all levels of Government is required into treating the cause of alcoholism and helping those with chaotic lifestyles. Including: improving access to rehabilitation, social, health and housing support services, the establishment of managed ‘alcohol control zones’, and the trial of wet centres where ‘street drinkers’ can drink without causing a nuisance to others, and whilst having access to professional and peer support. These measures would go much further to addressing the problem than AFZ’s in isolation .
Of course there are those who would argue that a total AFZ in the city is letting the minority cause restrictions on the freedom of those who enjoy a drink but can act ‘responsibly’.
The reality is that if you are resident of any area that had constant groups drinking, causing noise, mess, and showing displays of aggression, fuelled by alcohol outside your home, 24/7, you would welcome the enforcement of an Alcohol Free Zone.
The problem of anti-social behaviour is one that is affecting most of the LGA communities. Anytools used are step in the right direction but much more is required.The city council should be proud of their achievements and forward thinking in this regard to date.

In the beginning God Created heaven and the earth. <br /><br />Quickly he was faced with a class action suit for failure to file an environmental impact statement. He was granted a temporary permit for the project, but was stymied with the Cease and Desist order for the earthly part. <br /><br />Appearing at the hearing, God was asked why he began his earthly project in the first place. He replied that he just liked to be creative.<br /><br /><br />Then God said, "Let there be light." Officials immediately demanded to know how the light would be made. Would there be strip mining? What about thermal pollution? God explained that the light would come from a huge ball of fire.<br /><br />God was granted provisional permission to make light, assuming that no smoke would result from the ball of fire, that he would obtain a building permit, and (to conserve energy) would have the light out half the time. <br /><br />God agreed and said he would call the light "Day" and the darkness "Night." Officials replied that they were not interested in semantics.<br /><br /><br />God said, "Let the earth bring forth green herb and such as manyseed." The EPA agreed so long as native seed was used. Then God said, "Let waters bring forth creeping creatures having life; and the fowl that may fly over the earth." Officials pointed out this would require approval from the Department of Game coordinated with the Heavenly Wildlife Federation and the Audubongelic Society.<br /><br /><br />Everything was OK until God said he wanted to complete the project in six days. Officials informed him it would take at least 200 days to review the application and the environmental impact statement. After that there would be a public hearing. Thank you for the opportunity to comment on your exhibition of the Draft Built Environment Plan Phase 2<br />
First of all we want to congratulate your team, Housing NSW and others on the volume of work undertaken that has taken us to this stage of the process. We are aware of the challenges and complexities in such an important and significant exercise, and we are sure it was no easy task that which your teams have undertook.<br />
<br />
Over the course of the last few weeks, we have spoken to range of residents and agencies on BE2 and had some lively debates. We have written the attached submission comments for your consideration.<br />
<br />
The comments are based on our conversation with the community (both formal and informal), our staff team’s experience of working and living this community, and other communities in which we have seen regeneration projects of this type implemented. <br />
<br />
We have also had the opportunity input to other group’s forthcoming submissions including Redwatch and Shelter, which would have our broad support. Therefore our comments within this letter are ones we feel we wanted to emphasize further. <br />
<br />
We haven’t commented much on the technical aspects of this process (height and floor ratios etc.) as we do not feel we have the expertise or capacity to do so and there others who are better placed to comment.<br />
<br />
We hope you take our points with in the spirit in which they are intended, and we look forward to working with you and the other stakeholders positively to maximise the potential benefits to the wider community.<br />

<strong>Consultation / Community awareness</strong><br />
<br />
<br />
• Appears to be an insufficient capacity for residents both public/private and local agencies which is affecting the community ability to comment on the proposal on informed bases. When a community is experiencing low capacity, it will be difficult to involve residents in meaningful decision-making. When regeneration initiatives are being set-up in circumstances were communities don’t own the solutions to their challenges usually you will find that these initiatives had experienced great problems and eventually fail and with this failure we waste an important number of resources. <br />
<br />
• We accept that a valiant effort has been undertaken to facilitate and encourage an open dialogue with/in the community, probably more than other planning exhibitions, however given the nature of this community we consider the time frame and limits for feedback are unreasonably short, given the importance and significance of the project to the social impact of the community.<br />
<br />
There has been no ‘consultation’ with possible future demographic population For example: People on waiting list for social housing. In addition, there is no study into the projected future demographics or needs, and there is no social impact analysis of this proposal.<br />
<br />
• The ‘justification’ data utilised is dated and the demographics of the whole geographic area of Redfern/ Waterloo have change significantly since the last census. It is also worth noting that the census uptake within social housing is generally low therefore does not form an accurate overview to base decisions on.<br />
<br />
• Appears to be no soft data For example: What does it mean to be a single mother living in a high-rise flat with chaotic and disruptive neighbours? Or to be an elderly man who is isolated, lonely and feels his community has or is about to be changed beyond recognition? Frequently Soft data is overlooked for more tangible data, yet it often gives a greater insight to the under lying cause of entrenched social deprivation rather than purely focusing on the measurable effects of the current state of public assets, and crime levels etc. Recurrently in regeneration processes the emotional element, such as attitude, mindset, complex relationship problems, inherited poverty, belief systems and the underlying causes are often over looked.<br />
<br />
• The process /plan does not take into account the current wider demographics of the area, (including Development’s that have happened since 2006 such as Green Square/and Lachlan Street Merition Complex) or other developments which are due to be implemented in the near future, projects that for them self will increase the density variable, over and above the projected increase within the draft BE2 plan.<br />
<br />
• There has been no ‘independent’ consultation undertaken during the BE2 exhibition process that we are aware of.<br />
<br />
• It has been commented on by many that the exhibition material including newsletters, flyers and websites were not designed in a satisfactory manner were the process and plans was clearly explained to the community or in style which they could comprehend or access the information easily, making the communication channel inadequate. <br />
<br />
• Appears to be a high number of the affected population completely unaware of what BE2 is, never mind it’s significance.<br />
<br />
<strong>Social Mix</strong><br />
<br />
• There is no significant data from other similar developments within the NSW State or other countries to evidence that social mix has proven to work.<br />
<br />
• The plan talks about facilitating and providing Social Mix, with no evidence that social mix will have any greater positive impact on the community.<br />
<br />
• The Plan fails to show the current and existing Social mix within the whole collective geographic area of Redfern/ Waterloo.<br />
<br />
• UK Governments since the early 1990s have also encouraged "mixed tenure" in regeneration areas and a number of recent research reports have argued that the evidence base for tenure mixing remains unclear.<br />
<br />
• It is perceived by us that the Social Mix argument, is being used, for the justification of the sale of limited, yet valuable public land, to private developers, for short term monetary gain to subsidise the upgrade of current poor social housing stock. There is also no public final commitment/plan on how the upgraded stock will be maintained in the future. Therefore we are concern that the plan is not a sustainable option for future public housing provision. <br />
<br />
• The reduction of current stock, and the reduction of land that Housing NSW will own at the end of this process, understanding that 45,000 people are currently on waiting list for public housing, is alarming and illogical. We would suggest that if Housing NSW was to retain the land and utilise private stock for rental income this would have been longer term sustainable option for income generation. <br />
<br />
<br />
• There is some evidence to suggest that private residents tend to be less participative and engaged with the community in the immediate residential area than social housing tenants, and therefore this proposed Social Mix has the potential to make the community less social cohesive. Our concern as social advocates is that this strategy could possibly lead to an increase of social isolation, greater hidden poverty, than what currently exists in the area. <br />
<br />
• It’ is difficult for us to comment on the possible consequences of the population increase that will come with this plan, with no future demographics projected, or details of the expected population increase from other developments in the wider area.<br />
<br />
• The partition 60/40 Ratio of the proposed Social Mix is a big concern to us, as the ratio appears inequitable. We consider that if the plan truly and responsibly contemplates this attempt to create social mix, then we would support the idea that no single tenure type should be greater than 50%. We also feel the ratio should be based on the population of the entire area, not just the Housing NSW current operational areas.<br />
<br />
<strong>New Build/ Renovation</strong><br />
<br />
<br />
• The renovation of existing dilapidated stocks is welcomed<br />
<br />
• The provision of affordable housing is welcome, but not at the expense of reducing current stock levels in the existing area.<br />
<br />
• The provision of better and mixed commercial development within the housing estate is welcomed; we would encourage some of the commercial development to be social enterprise based, to support the work of local small NGO’s<br />
<br />
• The importance placed on community green space is welcomed, but the draft plan fails to define where or how much this will be.<br />
<br />
• The likelihood of property investors being high, and the subsequent consequence of increased short term leasing of the private market units concerns us and the negative affect this may have in building a cohesive community.<br />
<br />
• The maximum height of buildings hasn’t been made clear and possibly misleading in some of the briefing material distributed.<br />
<br />
<strong>Traffic Study </strong><br />
<br />
• We feel that the Traffic study of the area, does not match the reality or the perception of local residents, both private and public. <br />
<br />
• There is high number of complaints in relation to the lack of parking – generally caused by City commuters abusing Housing NSW parking sites. There is a lack of parking, both for workers in the area and for those Customers trying to access Redfern/Waterloo Business precincts.<br />
<br />
• Public transport - frequency, reliability and accessibility - has been muted as a concern by many, while we welcome the upgrade of Redfern Station, we do not see how the current upgrade plan will assist with higher number of commuters. Also there are currently no link buses within the Railway Station and the wider geographic area, which is one the mayor concerns for elderly / disabled residents with mobility challenges.<br />
<br />
• Some traffic delays on the surround main traffic flows are significantly high during peak hours and weekends. South Dowling Street, Elizabeth Street, and Botany Road, is of major concern and growing frustration. <br />
<br />
• The average speed and delay figures detailed in the report appear questionable.<br />
<br />
<strong>Community Facilities/ Services</strong><br />
<br />
• The review of community facilities are welcomed, but needs to be match with a human services review of current provision and resources given the possible increase in demand of services both for existing and in the future once population increases. We also note that very few services are currently in a position to service those in private tenure currently without even looking at the future increase.<br />
<br />
• The equality of the funding of employee positions within NGO’s in compression of the Government sector, and the lack of security of employment should also be looked as part of any review.<br />
<br />
• We are concerned that the area is currently under-serviced in relation to the public domain green space, and we also are concerned that this will be exacerbated with the increase of population.<br />
<br />
• The Factory Community Centre is currently out growing it’s current space, demand for meeting space and service provision space continues to rise.<br />
<br />
• The Factory Community Centre is concerned about the probable loss of funding for the Community Development Worker under the Housing Communities Programme, and would argue for this position to be made recurrent to support the community through this long-term process as independent provider.<br />
<br />
• We are concerned about the local schools capacity to cope with likely increase in children and young people within the area<br />
<br />
<strong>Housing Management</strong><br />
<br />
• We are concerned about the possible hand over of the management of property to ‘Community Housing Providers’ of the current stock and the lack of details of this strategy. The probable positive or negative impacts and how it relates to this plan have not been studied/ released.<br />
<br />
• Also we are concerned about the non-release of the outstanding RWA affordable housing strategy and how this document will relates to this plan.<br />
<br />
• We are concerned about the lack of commitment from all Government parties in relation to the funding of the maintenance of any new and existing stock in the area.<br />
<br />
• Currently is noticeable where the social mix has occurred in the Waterloo area, in particular Lenton Parade and top end of Raglan Street the strategy has provoke more anti-social problems not less. We also noted recently that were Public Housing in the area received a welcome paint over, private residents did not. The result of the same paint been used for all public housing blocks made those units more recognisable as public v’s private, making the division stronger. <br />
<br />
• We are concerned that private residents may not be as tolerant of those with chaotic lifestyle, substance misuse and or mental ill health for example as the current Social housing residents are. This may lead to greater social tension.<br />
<br />
• We concerned that private tenants may bring an increase of anti-social behavior to the area rather than less, given they have more disposable income and students demographic is likely to rent properties are probably more likely to cause noise and nuisance than the existing social housing tenants. <br />
<br />

On 18 November 2010 the Gillard Government passed a motion asking Member of Parliament to consult with their constituencies to gauge community attitudes toward same sex marriage.<br />
My consultation, which you took part in, ran from 26 November 2010 to 21 January 2011. In total, 2 736 residents of the electorate of Sydney shared their views with me. You were one of the 89% of people who told me that Labor's task of ending discrimination against same sex couples is not finished yet.<br />
<br />
Yesterday I reported these views to the Australian Parliament. You can read my full statement here. <br />
The clear preference from the Sydney residents who contacted me is to amend the Marriage Act so that same sex couples can get married. 80% of participants supported same sex marriage; 57% supported a national civil unions scheme which was open to both same sex and opposite sex couples; 9% supported a national civil unions scheme open to same sex couples alone.<br />
<br />
The residents of Sydney who wrote to me in support of same sex marriage came from many different backgrounds: members of the gay and lesbian community, their loved ones, as well as their many heterosexual supporters. What they all shared was a belief that laws shouldn't discriminate against people because of their sexuality - a belief I share.<br />
<br />
<br />
The Prime Minister has indicated that this issue will be debated at the Labor Party's National Conference later this year. I believe this is the right time to renew Labor's program to deliver this final measure of full equality for same sex couples and I will be making a case for change there. <br />
<br />
<br />

I am writing to confirm my personal support for the amendment to the marriage act to allow same sex couples to be married. I also wish to congratulate you in consulting your electorate on this subject.<br />
<br />
My reason for this support is outlined below. <br />
<br />
First of all as a gay man, I have personally suffered and witnessed the extremes of homophobia over many years, particular so when I was a teenager being brought up in Glasgow Scotland. I am pleased to say that the level of homophobia that existed then does not exist with the same viciousness now. Society has come a long way in that last few decades, never the less a lot more has to be done. <br />
<br />
As a teenager, through homophobia I was made homeless three times, assaulted, and ex-communicated from my local church where I was highly active in and at the time was my only support network. I am pleased to say that having come through that I now have an active career in the welfare sector, and have been happily living with my partner for the last 11 years. <br />
<br />
Despite having been in a secure, stable and loving relationship for the last 11 years, I do not have right to choose to become married, in the same way that my ‘heterosexual’ friends, family and work mates can. This I believe to be because of archaic and entrenched views by those who remain prejudice in our society. It addition these prejudices are enhanced by the lack of courageous, fearless and more modern politicians who are supposed to represent the views of everyone in their electorate through equality in its truest meaning of the word.<br />
<br />
As I understand it is the current view of the Australian Labor Party that Marriage is between a man and woman and should not be open to same sex couples. In this day and age, it is unacceptable for Labour party to be anything other than on the side of equality, given its roots; history and it own claimed party values. This current stance is surely based on a non-objective; weak, ignorant and prejudiced view which to be honest I find shameful.<br />
<br />
There is no logical reason why if I chose to do so, be allowed to marry my partner of 11 years. <br />
<br />
I was brought up to understand that weddings are a time, where a couple would make a public commitment to each other to spend the rest of their lives together in a respectful union of love. That a marriage ceremony was when families of both partners where asked to acknowledge, support and respect this union, and celebrate it with them whilst welcome the couple in to each other’s families.<br />
<br />
The arguments current circulating against same sex marriage as you are no doubt aware of a ranging from religious grounds, procreation, it would threaten the intuition of marriage, it would ruin tradition, and somehow would miraculous spread homosexuality (as it’s highly contagious) to wider audience. <br />
<br />
The stupidity of these arguments should not take too much leadership or wisdom to challenge. I outlined some of the counter arguments below but am sure there are many more people out there that could do it more articulately and scientifically than I could. <br />

<strong>Religious grounds</strong><br />
<br />
Those who are opposing on religious grounds, whilst it’s understandable, it should not form any part of an objective debate on legislation. They tend to be using selective text from the bible, often out of context whilst carefully missing other passages in the bible. For example: Such as those that condone slavery or killing of rebellious daughters. As Christian I feel any use of the bible selectively in condemning, judging, or oppress ‘homosexuals’ is totally un-Christian and against the overall Christian message of Love, acceptance, tolerance, and equality. Any number of quotations from the bible could give politicians a hard time in their policy agenda, and therefore any arguments based on religious grounds should not be allowed to enter this debate. The same quotations used by other faiths would be possibly be considered as extremists but how is this not so if it come from a mainstream Christian organisation operating in Australia use the same text to confirm their own prejudicial stance on homosexuality. <br />
<br />
<strong>Marriage is for Procreation</strong><br />
<br />
Well does that mean those who find themselves to be infertile shouldn’t be allowed to marry? Or those who do not have kids by choice after certain time period would have to give their wedding rings back? Why would my Marriage to my partner of 11 years affect or reduce anyone else’s ability to have children…?<br />
<br />
It would threaten the intuition of marriage<br />
<br />
How so..? Surely it would add to the institution of marriage..? And strengthen the argument for longer term stability and commitment in relationships. There is no earthly or objective reason why two men or to women joining in marriage would affect anyone else ability to marry<br />
<br />
<strong>It’s untraditional</strong><br />
<br />
It was traditional for everyone to smoke and to smoke everywhere? It traditional and religious not to divorce…yet today it’s allowed and we rightly accept that sometimes relationships don’t work out and it is better for all involved that separation take place. E.g.: such as domestic violence cases, infidelity etc.<br />
<br />
It was tradition not have kids out with wedlock, now no one gives it a second thought. It was tradition to lock up those with learning disabilities, mental health issues and to have slaves… thankfully we gave up all these shameful evils as our society evolves. Surely it’s time to give up the evil discrimination against those who find themselves to be gay? <br />
<br />
<strong>Spreading of homosexuality</strong><br />
<br />
Well this argument is by those living in the dark ages and lack understanding in sexuality. Homosexuality is not choice, it’s not an illness, and it’s not evil practice, it’s not due to demon possession, poor parenting and it is not a contagious disease. It is what it is, I no more choose to be gay than you did to be straight, It natural it’s called being human. <br />
<br />
<strong>In summary</strong><br />
<br />
I trust you will pelage you’re support to the equality of choice.<br />
<br />
The Labour party and the Australian parliament should lead us to age where we eradicate inequality, injustice and discrimination in all its legislative forms. <br />
<br />
Australia the country that rightly so, prides itself in its freedom, diversity, respectful mateship and the right to fair go for all, as one of the most diverse countries surely we should be leading the world by example by bringing the right to marriage for all and end of all forms of discrimination for our many LGTB community members.<br />
<br />
If not I would Like the ALP party to clear state their arguments and reasons for not allowing me the choice of having my 11 year relationship to be recognised by marriage or that of many other same-sex couples I know. <br />

Thank you for writing to me in response to the recent motion regarding same sex marriage presented to the Australian Parliament. <br />

I was unable to be present for the debate as I was formally granted leave for that Parliamentary sitting week following the recent birth of my third child. For your information I have attached my speech given during the previous parliamentary debate around the Marriage Act. I am glad to note that on Thursday 18 November the Labor Government resolved that Members should consult their constituencies to gauge community attitudes toward same sex marriage.<br />

<br />
Over the coming weeks I will be seeking input from residents in the Sydney electorate on this issue. I am proud of Sydney’s diversity and its strong ties with the lesbian, gay, bisexual and transgender community. People in our local community are passionate about social justice issues and I look forward to hearing their views in the weeks ahead. <br />

HNSW’s “Hava Cuppa with a Designa” on 11th August 2010 raised some key questions about HNSW’s Preliminary* Master Planning options for the redevelopment of Redfern and Waterloo public housing. <br />
<br />
Below we provide some background on the session with the ‘designas’, raise some key questions about the future of Redfern & Waterloo public housing and ask: is “Social Mix” a mantra or a resourced solution?<br />

<strong>The Session with the “Designas”</strong><br />
<br />
“Hava Cuppa with a Designa” was chaired by ex-NSW Government Architect and ex-Central Sydney Planning Committee member Chris Johnson. Chris Johnson has also held senior positions in the Department of Planning from 2005-9 during Frank Sartor’s time as Minister for Planning & Redfern Waterloo. He worked on planning for CUB site and sat during that period on the RWA’s Built Environment Ministerial Advisory Committee. Chris Johnson is now doing work for HNSW on the Preliminary Master Plan for the redevelopment of public housing in Redfern and Waterloo.<br />
<br />
The hour long “Cuppa” session at 9am was promoted around Jan Gehl who has worked on the City of Sydney 2030 strategy, however Gehl’s well-known focus on pedestrian movement was not discussed in this brief session. Gehl had arrived in the country the night before, had a 10am appointment and did not appear to be across the Redfern Waterloo public housing situation. His brief input was quite general, and when asked about the results of social mix projects in Sweden, Gehl promised to look at the issues when he got home and send across some papers.<br />

The second half of the session had input from “Designas” working on the CUB site - both on the main park and the hanging gardens building of French designer Ateliers’ Jean Nouvel. The level of input from these “designas” was also quite cursory. Overall there was dissatisfaction with the way the session was conducted and how some questions were handled. <br />
<br />
The aim of the session was not clear. Was it to provide cameos from experts to spark discussion? If so, how it was being recorded and what did HNSW or the community get from it? Are these people already working on the Preliminary Master Plan project? If so, in what capacity and who else has been engaged? So far the community have not been given this information. When it is available, then there should also be discussion about how to properly consult with the community.<br />
<br />
Despite prolonged conversations with the community about “consultation” by HNSW and the RWA, the promised framework for community engagement and consultation has still not been made public (let alone it being publicly assessed). Yet events like this are being rolled out presumably as part of this framework.<br />
As the first step in establishing dialogue between the community and the Government, HNSW and the RWA need to come back to the community with their proposed community engagement strategy. <br />
<br />
Despite the shortcomings and concerns about the ‘designa” session, the questions and responses from HNSW raised some broader issues that the community needs to consider.<br />
<br />
<strong>Key Questions about the future of Redfern & Waterloo Public Housing</strong><br />
<br />
<br />
It is plain that the walk ups will be the main focus of the redevelopment. However it appears that HNSW may include some renovation of the existing high rise as part of the proposed redevelopment. <br />
<br />
The draft planning controls and the parameters for the Preliminary Master Plan have not been revealed to the community so currently we only have glimpses at sessions like the “designa” of what is being considered. The RWA’s earlier BEP only provides the Government broad commitments that “there will be no cuts to the amount of public housing; current residents will not be disadvantaged; all public tenancies are secure” <br />
<br />
There was discussion at the “designa” session about how to improve the appearance, functioning and foyers of the high rise public housing buildings the Government will retain in Redfern and Waterloo. <br />
<br />
This opens up the question: who is going to live in the high rises? To use HNSW’s favourite term, how will “social mix” be applied to these buildings? The meeting provided no clarification of a HNSW position. <br />
<br />
When asked if HNSW proposes to have private owners as well as public tenants in these buildings, Bernie Coates from HNSW thought this was a possibility. Chris Johnson on the other hand disagreed. Johnson said that some buildings might be all private and some all public, but you would not “mix” within the same building. Johnson thought some of the Waterloo high rise might be suitable for private housing.<br />
<br />
Given that around half of public tenants in Redfern and Waterloo live in the high rises, a key question is whether the high rises stay as all public housing or will the Government’s “social mix” mantra# see the high rises split between public and private tenants in a similar proportion as is being proposed for the whole development. <br />
<br />
The Government has not yet revealed its latest planned mix for private and public tenants. <br />
<br />
Approximately two-thirds private and one third public was the proportion used by the Government in the leaked 2004 version of what was planned in the redevelopment (<a href="http://www.smh.com.au/news/Redfern-plan/Towers-demolished-as-aid-to-social-levelling/2004/11/28/1101577354910.html">www.smh.com.au/news/Redfern-plan/Towers-demolished-as-aid-to-social-levelling/2004/11/28/1101577354910.html</a>). <br />
<br />
<br />
For this paper we have used this 2/3 figure. This would mean two new private residents coming on to current public housing land for each existing public tenant. <br />
<br />
The issue of where these new people will go raises some important questions for the high rises. These include:<br />
<br />
• If two thirds of the high rises are to be sold off for private housing, then what will HNSW need to do to make these units attractive to buy on the private market? <br />
<br />
• If public and private tenancies are mixed within a building, how will the necessary strata titles be created and how will the Owners Corporations be governed - if HNSW or a designated housing provider controls a large proportion of the strata units, will people buy into a renovated high rise?<br />
<br />
• If some buildings are only for private tenants, does this mean the best of the buildings will become private and the least saleable remain public housing? <br />
<br />
• Will only the buildings being sold for the private market be renovated? <br />
<br />
• If all high rise are to be renovated, will the renovations for the public housing be to the same standard as what will be necessary to attract buyers from the private housing market?<br />
<br />
• If HNSW decides to keep the high rise buildings primarily for public housing, then where are the supposed benefits of the much touted “social mix” within these large high-rise communities? <br />
<br />
• What will happen 50 years down the track when the high rise buildings themselves need to be replaced if they remain all public housing - as part of trying to provide improved “social mix” or its then equivalent, will 2/3 of the public tenants then living in the high rise be moved out of a desirable inner city location?<br />
<br />
These questions mean both that long term planning for the high rises need to be included in the Preliminary Master Plan and that as part of the initial redevelopment HNSW needs to clarify what is envisaged for the high rise renovation and tenancies in the short term.<br />
<br />
If any increase in density within the high rises is excluded, then to achieve a 2/3 private 1/3 public mix across the entire estate together with the 200% density increase envisaged, the density within the walk up redevelopment area would increase to five times its current levels.<br />
<br />
Chris Johnson said at the “Designa” forum that final density would not be high and would work out to a bit over a 2:1 floor space ratio (i.e. floor space double the land area). <br />
<br />
What was not made clear was if this is just over the walk ups or if this is across the entire site (the high rise, walk ups and green spaces like Waterloo Green). The RWA planning controls for North Eveleigh for example calculated allowable floor space across the entire site including potential roads and green spaces thus making the figure lower than it would have been if just calculated over the buildable area like was used in calculating the floor space allowed on The Block. <br />
<br />
Answers to questions at the forum indicated that the amount of green space and particularly green space per capita will decline.<br />
<br />
All this raises what must be a very tempting possibility for a cash strapped government. <br />
<br />
If HNSW were to decide to keep the existing high rise for public tenants, then all the private housing would have to be in the redevelopment of the walk up area. <br />
<br />
If this happens, then only brand new housing would be sold on to private owners and investors. In addition only 1 in 5 of the properties in that area would be public housing (not 1 in 3 as would be the case if the private property was spread uniformly).<br />
<br />
The downside is that only half the area’s public housing stock would have been renewed and this problem would have to be revisited at the end of the life of the high rise buildings in 50-60 years. <br />
<br />
Could a NSW Government of any complexion resist the temptation to maximise the immediate financial return from the redevelopment and defer half of the public housing stock problem and its related cost to a future government?<br />
<br />
If the NSW Government is serious about renewing public housing stock, then it has to ensure that the redevelopment results in at least 2/3 of its post redevelopment housing stock being new. Otherwise the development will only achieve a partial stock renewal (and potentially a windfall to the Government by the redevelopment of public housing land for private ownership). <br />
<br />
The decision about what happens with the existing high rise public housing is pivotal in determining the outcome for the redevelopment of the walk up part of the Redfern and Waterloo estates.<br />
<br />
The other component that should also come into play is affordable housing. <br />
<br />
In the last five years all discussion about affordable housing has been within the RWA. An affordable housing policy document is still not publicly available and there is only a policy for collecting contributions. The only guide is the recent NSW government Affordable rental housing policy at <a href="http://planning.nsw.gov.au/PlansforAction/Affordablerentalhousing/tabid/313/language/en-US/Default.aspx">http://planning.nsw.gov.au/PlansforAction/Affordablerentalhousing/tabid/313/language/en-US/Default.aspx</a>.<br />
<br />
<br />
As affordable housing is about providing accommodation at below market rates there are issues of building cost and management by non-government housing providers. Affordable housing may be used as a buffer between public tenant housing and the private market as a component of the “social mix”. Federal support will likely be needed to make a significant contribution.<br />
<br />
<strong>“Social Mix” – Mantra or a Resourced Solution?</strong><br />
<br />
David Lilley who is handling research for HNSW has argued that “social mix” is federal and state government policy which must be taken as given. He argues that the only questions on the table are how it is achieved and how problems evident in implementation at other sites can be avoided. <br />
<br />
However, when the Government talks about “social mix”, it seems to assume it is always a good thing and that it will automatically happen without significant additional resources. Without resources to support such a policy, it will just be dilution – making things look better by just changing the demographic mix rather than addressing the underlying problems. <br />
<br />
We need to ask Government and HNSW about their underlying commitment to “social mix”: <br />
<br />
• Is the Government prepared to fund and deliver the integrated human services necessary to service the diverse and often multiple needs of the people the Government concentrates in public housing, so that HNSW tenants have their needs met and do not impact adversely on either their public or private neighbours?<br />
<br />
• Is the Government prepared to fund programmes to help re-establish the community they plan to dislocate with the redevelopment?<br />
<br />
• Is the Government prepared to support extra services to recent refugees and other groups that benefit from living in close proximity if this self-support is impacted by a change in “mix”.<br />
<br />
• Is the Government prepared to fund the building of new “social capital” for this new community in which 2/3s will be new private arrivals who may have no great desire to mix with others -especially public tenants?<br />
<br />
• Is the Government prepared to fund all that would be necessary to make real the promise of “social mix” for public as well as private tenants?<br />
<br />
If there are insufficient resources to address the complex problems of the high needs tenants allocated to the area or to address the upheaval of the existing community as a result of the redevelopment or for the creation of a new community that integrates with the old, then how will the supposed “social mix” benefits be delivered?<br />
<br />
Dilution has already been erroneously used to indicate progress in human service delivery to the area. In the RWA Human Service Plan birth weights in Waterloo were used as an indicator to show success in pre-natal programmes but the evaluation didn’t factor in changes that occurred over the study period due to the redevelopment of old industrial sites in the area. Birth weights went up due to demographic change irrespective of what might or might not have happened in human service delivery. <br />
Similarly putting more middle class children into the area’s schools can lead to schools losing targeted funding and so that programs for disadvantaged children in those schools are worse off rather than better off – an issue Darlington school has been struggling with for many years. <br />
<br />
<strong>On average the postcode statistics look better but these numbers only mask community problems that have not been dealt with – let alone resolved.</strong><br />
<br />
<br />
<br />
Are the Government and HNSW serious about providing the funding necessary to make “social mix” work? <br />
<br />
There was concern at the “cuppa” when doubt was cast by HNSW on the likelihood that the Government would be able to provide the level of human services funding necessary. <br />
<br />
If the Government cannot fund public housing maintenance or human services support for its existing high needs tenants, on what basis is it expected that the Government will then fund the additional resources necessary to address the problems identified in research elsewhere that need to be addressed? Will the much touted “social mix” achieve its promised goals? <br />
<br />
The “social mix” research that HNSW is currently championing needs to be treated with great caution. Some of the problems were dealt with at the recent Shelter conference and see also some summaries and papers at <a href="http://www.redwatch.org.au/issues/public-housing/redevelopment/mix">www.redwatch.org.au/issues/public-housing/redevelopment/mix</a>. <br />
<br />
The key questions we need to ask are:<br />
<br />
• Does the research quoted mirror or apply to what is proposed in Redfern and Waterloo? <br />
<br />
• What would need to be done to address the problems identified in studies of other places where “social mix” did not deliver the desired outcomes? <br />
<br />
• What extra must be done to take into account our specific context that may not have been encountered in the research quoted? – e.g. differences in human services system, high needs support mechanisms, make up of public tenants, allocations policy, interaction of employment and tenure policies, ability to perform maintenance and maintain safe public domain<br />
<br />
• What are the resource implications and is there the political will to deliver the resources needed?<br />
<br />
There is a potentially big difference between the “social mix” consequences of moving relatively small numbers of disadvantaged people into established middle class areas as covered in some of the research and the redevelopment of an area in which you import large numbers of middle class owners and renters into the existing public housing areas of Redfern and Waterloo.<br />
<br />
REDWatch has long expressed the view that redevelopment of the area without ensuring the human services issues are addressed may well result in worse social problems rather than an improvement. We are still waiting to see a serious government response on this issue. <br />
<br />
In the current absence of adequate human services delivery to public tenants there is no reason to believe that the additional resources that would be necessary to deliver the benefits of “social mix” would actually be forthcoming from the Government. <br />
<br />
Without a resource commitment in these two areas the current Government and HNSW “social mix” mantra should be seen as simply spin for diluting the per capita concentration of public housing in Redfern Waterloo. It cannot deliver what it proposes without a proper commitment of resources. <br />
<br />
These are some of the important questions raised by having a Cuppa with HNSW’s “Designas”. It is important they be discussed further within the Redfern Waterloo community and in future discussions with HNSW and the RWA about the redevelopment of the public housing estates of the area. <br />
<br />
<br />
* Housing NSW’s Redfern and Waterloo Updates on the “Commonwealth funds to plan renewal in Redfern and Waterloo” use the term Preliminary Master Plan. The document says “After a preliminary master plan is completed, there will be further design work, expert studies and financial modelling to get a final master plan”. HNSW advised the RWA Built Environment Ministerial Advisory Committee on 17 August 2010 that this was because not all funding requested from the Federal Government had been received. At the same meeting the RWA advised that the BEP2 New Planning Controls were ready to go to the RWA Board and then to Minister. As soon as it had Ministerial approval BEP2 would be exhibited. The RWA Planning controls will set the framework for the Preliminary Master Plan.<br />

# Ronald van Kempen and Gideon Bolt in their paper “Social cohesion, social mix, and urban policies in the Netherlands” 2009 use the term mantra in relation to the Netherlands when they say “Why social mix is a ‘‘good thing’’ is in many instances not clear. Social mix has become a kind of mantra and policy-makers seem averse to questioning it.<br />

<strong><u>Event: Waterloo Neighbour Advisory Board Action Group Bi-annual Review - The Gathering Event 2</u></strong> <br />

For the last two years, the Waterloo NAB has being piloting a new framework of engagement; this was achieved through the establishment of four thematic Action Groups. This has included groups that looked at Tenant Participation and Maintenance, Learning and Employment Training, Community Safety, and Health. The groups ran a number of initiatives; from community events (such as summer on the Green, and the Older Wiser Festival), overseeing the Waterloo Green Action plan and facilitating partnership based training courses for local young people. <br />
<br />
These groups consisting of local residents and agencies from across sectors meeting regularly and who formed their own action plan to address community priorities set by local residents. In addition the Local Member and the Lord Mayor held two forums a year each where resident could raise issues directly with Heads of Government Agencies.<br />
<br />
The time has come to review the progress of this new framework and celebrate the successes, and look at the lessons learnt and plan together for the framework which will take us through the next two years. <br />
<br />
So we invite all Residents and Agencies to come along and hear the reports of the action groups and help us to set the vision for the coming two years.<br />

Public housing estate renewal projects around the world aim to address disadvantage by creating more diverse communities. This is usually done by redeveloping estates to reduce the concentration of social housing and increase the numbers of private owners and renters. There is a lot of debate about whether this is the right approach to be taking, whether it works, and how to go about it.<br />

This Forum will explore the issue from a number of angles:<br />

• David Lilley will outline the research on social mix and identify the issues<br />
<br />
• George Housakos will tell us about the Kensington Renewal Project in Melbourne and how public and private residents created a harmonious community, and<br />

• A panel of experts, including Peter Phibbs (UWS) and Michael Darcy (UWS) will lead discussion on what’s important and how all this might relate to Redfern and Waterloo.<br />

Over 50 Redfern residents joined staff from NSW Police, the City of Sydney, the Factory Community Centre and Housing NSW to conduct a safety audits in 7 precincts of the Redfern public housing area over the last 8 weeks. The next step is an area forum on Wednesday 11 August 10-12 at the Redfern Oval Community Room, at which the key findings and proposed action will be presented for comment by the community. We will also draw the prize for a $100 voucher for residents who took part in the audits<br />

<strong>Event: Waterloo Neighbour Advisory Board Action Group Bi-annual Review - The Gathering Event 2</strong> <br />
<br />
For the last two years, the Waterloo NAB has being piloting a new framework of engagement; this was achieved through the establishment of four thematic Action Groups. This has included groups that looked at Tenant Participation and Maintenance, Learning and Employment Training, Community Safety, and Health. The groups ran a number of initiatives, from community events (such as Summer on the Green, and the Older Wiser Festival), overseeing the Waterloo Green Action plan and facilitating partnership based training courses for local young people. <br />
<br />
These groups consisting of local residents and agencies from across sectors meeting regularly and who formed their own action plan to address community priorities set by local residents. In addition the Local Member and the Lord Mayor held two forums a year each where resident could raise issues directly with Heads of Government Agencies.<br />
<br />
The time has come to review the progress of this new framework and celebrate the successes, and look at the lessons learnt and plan together for the framework which will take us through the next two years. <br />
<br />
So we invite all Residents and Agencies to come along and hear the reports of the action groups and help us to set the vision for the coming two years.<br />

The NABs were set up so that tenants could be involved in making decisions and discussing issues and concerns that affect those who live on the estates. Agencies, which provide services in the area, are also involved in working with the community. <br />

This deadline has been extended for this funding stream. Please take a look as it is one of the few opportunities to get money capital works and infrastructure for local groups. This is your chance to apply for that shed for community gardens, or that playground equipment for your organisation!<br />

The Community Building Funding program is open for 2011 grants. A total of $300,000 will be allocated to the Sydney electorate.<br />
<br />
This program funds community groups to build or upgrade local facilities, including capital works; refurbishment, repairs and maintenance; or buying capital equipment to enable new or better community services. Projects must be ready to commence by late 2010 and be completed before the end of 2011. The community benefit can be from social, recreational or environmental outcomes.<br />

Matching Grants are designed to support neighbourhood based groups with the purchase of materials or supplies that will assist them to facilitate small and simple projects that bring the community together. <br />

· Set up a local library of share items such as gardening equipment, sewing machines or tools <br />

The City of Sydney is coordinating our 5th bi-annual Street Count and it will be our third Winter Count and will take place in the early hours of 17 August 2010 .<br />

The City of Sydney will coordinate The Winter Count 2010 on 17 August and it will take place between the hours of 1:00 and 3:00 am in the morning (Tuesday).<br />

All members of the Counting Alumni and brave new intrepid souls with nocturnal tendencies and a love of early mornings are invited to donate your sleep and your valuable time to assist us in this important project. Without being able to quantify the need, we will not be able to quantify the resources and commitment necessary to deal with this terrible situation in our City. <br />

It is currently held up as the answer to all community issues and challenges, yet it’s often difficult to achieve. So we have to ask what are the benefits? What are the barriers? And how can we make it work? <br />
<br />
When reflecting on partnerships, I find it useful to reflect on my relationships in my own personal life. <br />
<br />
• How would my partner, friends and family react if I made all the decisions? <br />
<br />
• How would they react if I didn’t show any respect? <br />
<br />
• What is I was over bearing, envious and or jealous? <br />
<br />
• How would people treat me if I didn’t trust them? <br />
<br />
• What if I was selfish and didn’t share? <br />
<br />
• What would happen if I was always on the take and never giving back?<br />
<br />
• What if I didn’t socialise with them and only call when I need something? <br />
<br />
• What If I gossiped and backstabbed them?<br />
<br />
• What if I asked for a report of their latest life experiences every five minutes and issue threats if they didn’t provide? <br />
<br />
• What would happen if I made plans for a night out or holiday without consulting them about their involvement /availability? <br />
<br />
• What would happen if took the credit for their personal achievements?<br />
<br />
• What would happen if I told them what they could and couldn’t do? <br />
<br />
• What if I was always right they were always wrong? <br />
<br />
• What would happen if I asked them to do something I wasn’t prepared to do myself? <br />
<br />
• What if I was out for night and I gave one friend more attention than the others? <br />
<br />
The answer is simple; I would be a divorced, lonely single man, with no friends, and not even have the respect of my own family. <br />
<br />
You get the picture, we all know that partnerships, friendships and love from our family bring much joy and mutual benefits, when the relationship is based on a shared trust and mutual respect, but they all have their cown hallenges, as we build those relationships. <br />
<br />
<strong>Benefits of partnerships in community work</strong><br />
<br />
In context of this discussion, partners work together to achieve outcomes for the community.<br />
<br />
It usually when residents and agencies (both government and non-government) share skills, expertise and other resources, to achieve some sort of improvement the areain which they work. To enable this, they need a shared vision and a way of working together which will enable positive change.<br />
<br />
This could be for either a long-term formal structure such as a collaborative community plan, or a shorter-term agreement EG organising a community event together.<br />
<br />
<strong>Why bother?</strong><br />
<br />
• You gaining access to skills of others<br />
<br />
• Mutual support, encouragement and enthusiasm<br />
<br />
• Shared perspective and seeing through other’s eyes<br />
<br />
• Value for money through sharing of resources and pooling of funding<br />
<br />
• Reaching wider audience that you may have on your own esteem<br />
<br />
• Increased community ownership and pride of project outcomes <br />
<br />
• Increased sustainability<br />
<br />
• Higher chance of success in bring about positive change and tangible outcomes<br />

<strong>What are the barriers to effective partnerships?</strong><br />
<br />
• A history of conflict among key interests leading to entrenched views <br />
<br />
• One partner manipulates or dominates the other (intentional or not)<br />
<br />
• Lack of clear purpose and direction<br />

• Unrealistic expectations<br />
<br />
• Differences of styles / frameworks of working. <br />

<strong>In Summery</strong><br />
<br />
The best partnerships between community and agencies of all sectors, is when the partners are acting in a supportive manner, acting jointly and equitable together, reaching decisions together for the benefit of the collective community.<br />
<br />
If you’re involved in a partnership, you have to be clear on why and what the end result is that you’re looking for. You have to ensure you have as an equal influence, as everyone else sitting at the table and that your just not their as a tokenistic representative. Build up your report with individuals in the partnerships, get to know them, understand they way they think and help them understand your perspective to. <br />
<br />
Don’t rely solely on the formal mechanisms to achieve this, and remember to always put yourself in the other person shoes. Be honest, genuine, respectful and transparent in all your dealings. <br />
<br />
If everyone commits to these simple basics; partnerships are bound to flourish, there will be disagreements, there will be issues that need to be talked through, but in equality and respect for diversity, much more can be achieved.<br />

As I started, remember we are all people, different and unique individuals, however we all have our own needs and aspirations. The way you deal with people in your close relationships, is the same set of principles and values required in your professional dealings, if your partnership is to be a successful one. <br />
